Speaker Bio:

Teresa O’Callaghan, RN, BScN, MBA, CHE is Vice President, Clinical Operations – Integrated Health Services Area with Fraser Health, one of Canada’s largest and fastest‑growing health authorities. In this role, she provides executive leadership across acute care, community services, and mental health and substance use programs, with accountability for clinical quality, access, operational performance, and system integration across a complex, regional portfolio. With over two decades of experience in healthcare leadership, Teresa is recognized for her ability to lead large‑scale operational transformation in highly complex environments. Her work focuses on strengthening integrated models of care, improving patient flow and access, and aligning clinical, physician, and operational leadership to deliver sustainable system outcomes. She brings a strong systems‑thinking lens to healthcare challenges, particularly at the intersection of hospital, community, and population‑based services. Teresa is a Registered Nurse and a Certified Health Executive, holding a Bachelor of Science in Nursing and a Master of Business Administration. Her clinical background, combined with deep operational and financial expertise, enables her to bridge frontline realities with executive‑level decision‑making. She is known for fostering accountability, partnering effectively with medical leaders, and building high‑performing, values‑driven leadership teams. Teresa brings a practical, results‑oriented perspective to topics such as integrated care delivery, executive leadership in complex systems, operational performance, and leading change at scale. She is passionate about advancing healthcare systems that are accessible, equitable, and resilient in the face of growing demand and complexity.
